Employment Personal Assistance Program (EPAS)
EPAS is Medicaid personal care services provided to people with disabilities to support them in maintaining employment.
EPAS is designed to provide personal assistance for people who may have physical, mental, cognitive, and/or developmental disabilities that are working in integrated, competitive employment. The assistance provided is for tasks directly related to maintaining employment.
Personal assistance is a service provided by a person to assist an individual who has a disability, and who because of his or her disability, needs help with personal tasks & daily activities on or off the job to support employment.
How to Qualify for the EPAS Program
- Be eligible for Medicaid, including Medicaid Work Incentive (MWI)
- Have a disability
- Have a job or job offer of 10 hours/week or 40 hours/month
- Need personal assistance with daily living activities to maintain a job
Examples of daily living activities include the following:

EPAS Limitations
EPAS may not be used for assistance related to complete job tasks, including job coaching, job training, or as a reasonable accommodation that an employer is required to provide under the Americans with Disabilities Act (ADA).
Self-Direction
The EPAS Program strives for a self-directed system that allows for a person to have a choice of provider options. The EPAS participant will choose between hiring his or her own personal care assistants or obtaining the services of a licensed Home Health Care Agency.

Other Sources of Personal Assistance Services
Personal Assistance Services (PAS) and other similar kinds of support are also available to person eligible for the Medicaid Home and Community Based Waiver services, the Physical Disabilities Waiver, the Community Supports Waiver, the Brain Injury Waiver, the New Choices Waiver and the Aging Waiver. However an individual may not receive EPAS services during the same period they are receiving Waiver services.
