What is the Disability Law Center?

The Disability Law Center (DLC) is a private non-profit organization designated by the governor to protect the rights of people with disabilities in Utah.

What is the PABSS program?

Protection and Advocacy for Beneficiaries of Social Security (PABSS). It is a federally funded program run by the Disability Law Center to provide assistance to individuals that receive either SSI (Social Security Income) and/or SSDI (Social Security Disability Income) and want to go back to work.

Who is eligible for PABSS?

Any individual who receives Social Security SSI and/or SSDI cash benefits and is seeking to return to work. The services at the Disability Law Center are free of charge.

What type of assistance can I get from the PABSS program?

  • making informed choices and negotiating the rehabilitation service system
  • asserting your employment rights under the ADA
  • identifying deficiencies and gaps in the return to work system
  • provide education and training about PABSS and the return to work service system
  • advocate for systems change

What services are available through the PABSS program?

Information and referral and technical assistance on employment related topics such as

  • Ticket to Work
  • Work Incentives
  • Utah Medicaid Buy-In program
  • Vocational Rehabilitation services
  • Employment provisions of the Americans with Disabilities Act (Title 1)

Individual casework includes individuals experiencing difficulty accessing

  • Vocational Rehabilitation services
  • employment network services
  • Job accommodations under the ADA
  • access to medical care that relates to the ability to work
  • transportation access as it directly relates to work

Q. Does the PABSS program handle overpayment issues?

A. No, but we can provide you with the necessary forms to request a waiver or a change in the repayment rate.

Q. Does the PABSS program take cases involving denial of benefits?

A. No, unfortunately our contract with Social Security does not allow us to represent an individual against the Social Security Administration. However, we can provide you with the names of attorneys that may be able to assist you.

Q. Does the PABSS program provide assistance for individuals that need help requesting a job accommodation?

A. Yes, we can discuss with you how the process works for requesting a job accommodation under the title 1 of the Americans with Disabilities Act.
